The Republic of Kanata is Proclaimed July 1, 2009
Winnipeg:
In a ceremony on the banks of the Red and Assiniboine rivers, where different peoples met centuries ago and learned to live together, a group of descendents of native and European nations severed their allegiance to the Crown of England and the government of Canada on this day, and proclaimed the sovereign Republic of Kanata.
“The authority of a foreign ruler over us and our land is now and forever annulled. From this day on, we are free citizens of the sovereign Republic of Kanata” declared Caoimhin Ui Niall, a descendent of Scots-Irish immigrants to the Red River area in the 1820’s, and a convener of the Republic.
He was joined in the ceremony by Jeremiah Jourdain, an elder of the Metis nation and a descendent of Europeans and Cree people.
“A new society has been inaugurated today, but it can only come about by our refusal to recognize false rulers and our ability to live each day as free and sovereign people” said Jourdain, prior to his reading the Proclamation of Kanata.

Jourdain and Ui Niall were joined by nearly fifty supporters, both natives and non-natives, who were administered an Oath of Allegiance to the Republic of Kanata by Elder Jourdain.
The Oath read,
I do solemnly swear allegiance to the sovereign Republic of Kanata, and to the principles of natural law, unconditional democracy and commonality for which it stands.
I swear to actively establish the Republic of Kanata and to defend it against all enemies, foreign and domestic. I hereby and forever sever all ties and allegiance to the British Crown, and to the government known as Canada. I pledge to stand in solidarity with all those who take this oath and to defend them unconditionally.
I take this pledge freely, without coercion, mental reservation, or ulterior motive, according to my honor and freedom as a natural and sovereign man or woman.
Following the public Oath-taking, the flag of the Republic of Kanata was unfurled and raised in a brisk wind, to the cheers of the crowd.
The flag of the Kanata Republic is a Tree within a circle, surmounted by an Eagle, representing the Great Tree of Life and Peace recognized by indigenous people around the world.
“Ours is but a first step in a long journey” declared Jourdain, as the flag of the Republic of Kanata was unfurled.
“It is the people of our land who must make Kanata a reality by joining our movement, taking the oath, and establishing a new Republic from the ground up. This is our chance to reclaim our land and our freedom. We invite everyone to join us and make this flag your own.”

Four out of Ten people Support an Independent Republic
An independent survey conducted last month among nearly two thousand randomly chosen people across Kanata indicated that 39% of them favor severing ties with the Crown of England and establishing a Republic.
The question posed by telephone solicitors of the Tri-Media Research Agency asked:
“Would you support a referendum to end the supremacy of the English Crown in Canada and establish a self-governing Republic?”

Kanata Republic will abolish income tax, declares Economic Advisory Group

The Economic Advisory Group (EAG), an independent think tank attached to the Provisional Council of the Republic of Kanata, stated today that an independent Republic will not levy taxes against the personal income of citizens.
“The wealth of a true Republic belongs equally to all of its citizens. The expenses of a Republic can be borne by taxing not the earnings of its people, but the enormous revenue possessed by the super-wealthy, corporations and those in general who can afford to pay. Our research indicates that levying taxes on wealth gained from inheritance, corporate profits and financial speculation, and collecting more than $20 billion in unpaid corporate taxes, will more than cover the annual costs of governing our Republic.”
The EAG made the statement as part of a policy paper prepared for the Council. The policy was adopted with one dissenting vote by the Council and has become part of the program of the Republican movement.
Indigenous Nations Policy Committee Statement of August 1, 2009:
On the Relationship of sovereign Indigenous people with the Republic of Kanata
(Drafted by Chief Whispers Wind, Jeremiah Jourdain and other indigenous elders, and adopted unanimously by the RoK Council)
In response to concerns expressed by some of our brothers and sisters of different nations across Turtle Island, concerning how our peoples will relate to a sovereign Republic, independent of the English Crown, we have formulated this policy, which if approved, will be binding on our Republican movement.
1. A sovereign Republic of Kanata can only come into being with the full consensus and involvement of the people occupying what was formerly known as Canada.
2. The ending of our ties to the Crown of England will result in the creation of a federated Republic, membership in which is entirely voluntary.
3. As of July 1, 2009, the indigenous nations formerly within Canada will be given the choice to either establish themselves independently of Kanata or affiliate to the Republic as autonomous nations, within a federated political structure. Indigenous nations who choose the latter course will be given guaranteed numbers of seats within the Senate of Nations that will be the highest legislative body in the Kanata Republic. Nations which remain outside Kanata will be treated as sovereign and independent bodies by our government.
4. All laws, institutions and other vestiges of the former colonial system known as Canada which pertain to indigenous people will be abolished, in order to re-establish the latter as sovereign nations.

Republic of Kanata (RoK) Councils established in three Regions
During July and August, three councils of elders and organizers were established in the following regions of Kanata: the pacific coast, the central prairies, and the east. The headquarters of these Councils are in Vancouver, Winnipeg and the Toronto-Ottawa region.
The councils of the Republic will organize their followers, commence education and recruitment campaigns, and begin to establish the structure of the new Republic within communities, including by creating peoples’ courts and other alternative Republican institutions.
RoK Provisional Council establishes Commission into Crimes of the Canadian Churches

Building on the work of the non-governmental Truth Commission into Genocide in Canada, and the Friends and Relatives of the Disappeared (www.hiddenfromhistory.org) , the RoK Provisional Council has created a Commission to investigate evidence of crimes against humanity by the Roman Catholic, Anglican and United Church of Canada.
The Council has asked Kevin Annett to head this Commission, and to include on its Board indigenous representatives from Guatemala, Mexico, the Philippines and native nations within Kanata.
“Reverend Annett is one of the leading experts in the world on the genocide of our people. We will rely on him and his team to come up with policy recommendations to our Council on how to deal with the church corporations that exterminated so many of our people, and that continue to avoid criminal prosecution” said Council elder Whispers Wind of the Anishinabe (Ojibway) nation.
Five Things You Can Do to Establish the Republic of Kanata:
1. Take the Oath of Allegiance to the Republic of Kanata.
2. Circulate this Bulletin to friends and neighbors, and have them take the Oath.
3. Create a Kanata Council in your community with at least four other people who agree with the Vision and Principles contained in the Appendix, below.
4. As a citizen of the Republic of Kanata, stop paying taxes to the so-called federal and provincial governments of “Canada”, and inform them why you are doing so.
5. Contribute your funds instead to the local Kanata Council and to the autonomous financial and other Republican institutions established by our movement.
Appendix: Proclamation of the Republic of Kanata
Pronountionis Unitas Kanata
Proclamation of the Sovereign Republic of Kanata
We, the sovereign men and women of Canada, with solemn respect to the freedom bestowed upon us by Natural Right and Creation in accord with De Pronountionis Deus and by right of Natural Law, do hereby command this Pronouncement be promulgated to all men, women, persons and foreign agents who presently occupy our sovereign lands:
We firstly state as a fact without dispute that for centuries, a predatory foreign power calling itself the "Crown of England", in league with the Vatican and its Roman cult, has imposed itself as a cruel and illegitimate occupation force on our peoples, raped and drained our lands of their vast wealth and vitality, conducted wars of aggression and genocide against our nations, murdered the innocent, and kept us in a state of colonial dependency and impoverishment, and further,
This regime of oppression and conquest has been instituted through laws and documents promulgated by this Crown of England and the Vatican which have intentionally given effect and sanction to all of the crimes and cruelties inflicted on our peoples, in complete disregard and contempt towards the Natural Laws and customs of the original Peoples of this land, extending back many centuries and which have never been duly ceded or extinguished; and that the same Crown and Vatican have habitually and intentionally abrogated Due Process and the Rule of Law in the pursuit of this conquest;
Secondly, we state as a fact without dispute that the same Crown and Vatican and their Chartered Companies and Agents have imposed the same regime of oppression on the settler populations brought to this land, denying them the Rule of Law and responsible Government in order to dispossess these populations of their rights and lands, and steal the wealth of the nation for a small minority, an oppression that continues to the present; and further,
This same tyrannical regime has shown an equal contempt and disregard towards the land and its creatures, ravaging and despoiling them for its own profit and that of foreign interests;
Thirdly, where agreements and treaties have been made with the Crown and Vatican, the Crown and Vatican have in return demonstrated only bad faith and duplicity, and instead acted consistently in violation of the Right of Jus Cogens by deliberately instituting documented genocide, mass murder, warfare, enslavement, land theft, kidnapping and destruction of property and culture, such that Pacta sunt Servanda cannot possibly apply to those historic instruments and agreements that Crown and Vatican rely on for their legitimacy; and further,
This illegitimate piracy of our lands and peoples by Crown and Church has corrupted every level of society, including the courts, which serve to validate the continued theft of our lands and resources while denying just remedy and relief to those who suffer from the depredations of Crown and Church, including by allowing Crown and Church to evade criminal justice for their deliberate genocide of countless native people including residential school children;
Fourthly, we reject the assertion that the present form of society in Canada represents a free, responsible and democratic system, but in fact is nothing more than a charade and pretense manipulated by a small governing clique known as the Privy Council and the office of Governor-General whose duty is not to the people of Canada but to maintaining the selfish interests of the Crown; and further,
Through the control of all the lands and resources of Canada by the Crown, and the reduction of all of its people to the subordinate legal status of "subjects", that is, landless slaves, of the Crown under the legal authority of one person, "Canadians" remain nothing more than modern-day serfs in a neo-feudal society, and paupers in our own land;
Fifthly, we are resolved that there remains no institutional remedy or reforms in Canada for such a condition of legal slavery and oppression, since every level of legal and political authority operates under an oath of loyalty to the very Crown that is the architect and cause of our oppression, including Parliament, the courts, the police and the military; and therefore,
The time has come to establish a Free, Responsible and Just Society of sovereign men and women in Canada as a Republic of Equals who accept their Sovereignty by consenting to freely associate according to Common Law and Due Process.
We therefore proclaim as self-evident that all men and women are created equal, and are endowed by Creation with inalienable rights, including Life, Liberty, and the Free Enjoyment of the earth, and are established to care for and share equally the earth and its resources. The Land, the sea and its wealth are not the property therefore of any person or group, but belong equally to all the people, and are held in common by the people as a visible sign that the Natural Law of Peace, Justice and Equality is honored and safeguarded.
Upon this Pronouncement, warranted by our Sovereign Right, upon necessity, We invoke the considered judgment of all peoples and the blessing of our common Creation, and do hereby proclaim the establishment of the Sovereign Republic of Kanata, which has sole legitimate authority and jurisdiction over the lands and seas formerly known as the "Dominion of Canada", and disestablishes the authority of the English Crown and annuls any allegiance or service to the same.
In Witness thereof, We pledge our lives and our sacred honor, and have hereunto set our hands and caused the Seal of the Republic of Kanata as a Free Society on the Land.
Done and Duly Noted as of this First Day of July, 2009 by We, the Provisional Council of the Sovereign Republic of Kanata, at Winnipeg, Canada.

Part B
Articles of the Constitution of The Republic of Kanata
1. This formal Proclamation and Charter establishing Kanata as a sovereign Nation and Republic is effective as of midnight, July 1, 2009.
2. All ties and allegiance to the Crown of England are hereby and forever severed and annulled. The Dominion of Canada and the office of the Governor-General are hereby abolished, and the oath of allegiance to the Crown and Queen of England is annulled.
3. All previous treaties, agreements and other declarations establishing the so-called supremacy of the Crown and Church of England and the Vatican over the territory known as Canada are canceled and declared null and void.
4. The Republic of Kanata is hereby and forever established as the sole, legitimate and legal authority over the lands and seas formerly known as the Dominion of Canada. Those lands formerly called Crown Land, as well as those Clergy Reservations, properties and lands occupied by the Roman Catholic, Anglican, Presbyterian and United Church of Canada, and all lands held by foreign speculators or "agents of the Crown", do hereby and forever become the common property of the people of Kanata.
5. The sovereignty of indigenous nations within a federated Republic of Kanata is hereby recognized and safeguarded as part of a union of equal nations enshrined constitutionally. The Indian Act, the Royal Canadian Mounted Police, the Department of Indian and Northern Affairs, Indian treaties, state-funded "aboriginal organizations", and all other vestiges of colonialism are abolished.
6. All Citizens of the Republic of Kanata are endowed with inherent, inalienable rights which cannot be restricted, abrogated, denied or nullified by any authority. These rights include:
- freedom of speech and expression
- freedom of conscience and religion, and freedom from religion
- freedom of the press
- the right to petition for redress of grievances
- the right to organize politically and form political parties
- the right to fair, equal and responsive treatment before the law
- the right to bear arms and defend oneself against arbitrary or unjust treatment
- the right to be free of fear, harassment or exploitation
- the right to free and unrestricted movement
- the right to life itself, through the free and unrestricted access to life's essentials, including food and water, medical care, education, transportation, housing and fair, sustaining and meaningful employment.
7. The government of the Republic of Kanata shall consist of a Congress of Delegates and a Senate of Nations, each of which is elected by free, universal and secret ballot every two years, and an office of President, who is elected every four years. Every citizen sixteen years and older regardless of distinction shall have the right to vote and to run for any public office without restriction.
8. Any elected or non-elected official in the government of Kanata, including that of the President, is subject to recall and removal by a two-thirds majority of voters from their electoral zone.
9. All elected and non-elected officials in the government of Kanata shall receive an income no greater than that of a skilled worker, and shall receive no special benefits, privileges or immunities.
10. The Executive arm of the government of Kanata is subject to the will of the Congress of Delegates and the Senate of Nations, and the actions and decisions of both Executive and Legislative arms are subject to the review and rulings of the Judicial arm of Kanata..
11.. The Judicial arm of Kanata shall consist of three levels:
a) local, popular courts of justice, b) appeals courts, and
c) a Supreme Court of the Republic of Kanata. Every level of the judiciary shall be elected by the general populace, under the overview of the Legislative arm, and is subject to the will of the people.
12. The lands, seas and all their natural resources, including all water, in the territory of Kanata belong to all the people of Kanata, and are held in trust through cooperatives owned and administered by the State. Land and sea cannot be bought, sold, mortgaged, rented, leased, speculated in or in any other way alienated from their natural condition. Land ownership is restricted in size to holdings no larger than one hundred hectares. Water is declared to be a free and non-commercial essential right and service that may not be bought or sold.
13. All banks, financial institutions, money supply and credit are nationalized, and exist as publicly owned services under the authority and direction of the State. All debts and mortgages are canceled.
14. Income tax is abolished. Taxes shall be levied according to wealth created and owned, and will be assessed on a graduated scale. A 100% tax shall be imposed on all wealth gained by inheritance, interest and speculation.
15. Foreign ownership of the economy is abolished. No non-citizen may own, buy, sell, lease, rent, mortgage, speculate in or otherwise influence any sector of the economy. Local exchange and trading networks shall be established and encouraged.
16. All basic industry and services, including the media, are nationalized, and operate under public ownership and democratic workers' control and self-management. Works councils elected by a simple majority of all employees shall run and oversee all industries, businesses and services.
17. All citizens of Kanata shall be provided a guaranteed annual income commensurate with their basic needs. All medical and dental services, education at every level, housing and transportation are nationalized, and provided universally and free of charge to all citizens.
18. Church and State are strictly separated. All church lands, buildings and other property are nationalized.. Churches will be taxed like any other society, and may operate freely but may not influence the actions of the State. Religious schools may operate but may not be funded or authorized by the State. All foreign-based churches are banned from Kanata. The diplomatic recognition of the Roman Catholic church and the Vatican is terminated, and its Papal Nuncio is expelled from Kanata. The Roman Catholic, Anglican, Presbyterian and United Church of Canada are legally disestablished as institutions, and their lands, assets and resources shall be seized by the State.
19. The Republic of Kanata shall enter into no foreign alliances or military coalitions, and rejects all forms of secret diplomacy and treaty making. Kanata shall withdraw from NATO and NORAD, and from all international corporate agencies such as the WTO, the World Bank and the IMF. All foreign debts to international banks and other agencies shall be canceled.
20. All Citizens of Kanata, regardless of sex and other distinctions, between the ages of sixteen and thirty shall for a period of at least two years serve in a popular militia known as the Army of the Republic of Kanata (ARK), which shall replace the standing military forces of Canada. All officers of the ARK shall be elected and recallable by the soldiery. The ARK shall be governed by an elected Council consisting of soldiers and officers, and overseen by the Congress of Delegates and the Office of the President.
